I am no techy so go easy on me.To avoid the problem of having the windscreen scratched as you run the wipers, is it not possible to have a mechanism where high pressure air is blown (maybe even from the water nozzles or nozzles located at the same angle) to displace the dust?just a thought.

That would use up a lot of water, plus you'll lower the life and strength of your windshield, thus, it's not recommended.

You would need to move the pressured-air ducts across the screen to clean all of it - the jet would not reach from the base of the screen to the top (remember the washers need the wipers to assist them) - so you would still effectively need all of the existing wiper system, plus a compressed-air delivery system, adding complexity, cost and weight to the car.

Also, without water the system would struggle to remove stuck-on deposits, such as insects or bird-lime.

yes, some type of aircraft use that to keep and remove rain from the windshield. Patent already taken sorry

mmm probably not, if you are driving at a certain speed you already have the airspeed to clean the window using air.
