Velocity head is a component of hydraulic head, which is a measure of changes in pressure in a flowing fluid. The velocity head is proportional to the square of velocity and inversely proportional to the acceleration due to gravity, and is a way to quantify the pressure that the fluid has due to its velocity. If the Reynolds number of the flow is less than 10, such as in slow-moving groundwater, the velocity head is assumed to be zero.

velocity is a vector quantity , you need to know the direction in which the vector is acting as well as it's magnitude, so if you are given a speed , like 14 mph, you also need a direction, like in the +ve direction of the y axis or maybe due east and 12 degrees above horizontal before you have all there is to know about the velocity.
