Half the time the pedal is catching on the floor mat. The stock carpeting is low enough not to catch the pedal but when you add any amount of thickness the chances of the pedal catching or sticking increases. If you have a floor mat, remove it and see if that fixes the problem.

The other half of the time it is either the accelerator cable or the throttle body needing a little oil. Right where the cable enters the sheath it rides inside of or right where the throttle body/throttle plate pivot point is.

I prefer to use a spray can of Dura Lube to lubricate these particular parts as the only residue left after the propellant dries off is the slippery stuff and it doesn't collect dirt and dust like oil.

The other thing it might be is a really dirty throttle body. When the sludge collects in there from the recirculated oil and gasoline vapors it will eventually get thick enough to grab the throttle plate and make it stick. A good cleaning will fix this and it only requires a can of throttle body cleaner and a clean rag. This will also improve the engine idle.

I'd check the floor mat situation first, the throttle body cleaning second, and the accelerator cable third. My bro-in-law was all worried about his cars idle and sticking accelerator on his Saturn and all I did was clean the throttlebody and this fixed it. The stuff in there past the throttle plate has the consistency of tar.

Good Luck!

With out more info, make /model/ year, I would have to say the throttle cable is binding or the return spring is weak
