Who should redistrict? The state legislatures, an independent panel of retired judges, the citizens themselves?

The citizens themselves, or course. There can be shady goings-on with State Legislatures, and also panels of retired judges. Citizens are way less likely to make any redistricting judgment that are against their own interests and they are paying the taxes, aren't they?
