It belongs to both. In the typical symphony orchestra, there are two or three clarinets, playing different parts. The main colour of an orchestra is strings.

The clarinets are to a concert band what the violins are to an orchestra. There's a large section of them in a band, divided into 1st, 2nd and 3rd parts.
