Penguin wings evolved into flippers which are used to "fly" through the water. There is a limit to the size of a bird that can use its wings for both flying and swimming. The guillemots are the largest of the auks in the northern hemisphere. They can both swim and fly using their wings. A larger auk, the Great Auk, was flightless and became extinct in the 19th century. It was the original penguin although unrelated to southern hemisphere penguins.

The smallest of the penguins is the Little Penguin which is slightly smaller than the largest guillemot but it is still flightless as it evolved from earlier flightless birds along with the other penguin species. Penguin flippers are very strong and if one hits you, you don't forget it in a hurry.

Penguins are equiped with small wings because they do not need them to survive. Most of their time is spent walking or swimming underwater for food and mating.

They do not need their wings therefore, they do not fly.

They don't have wings. Only flippers. Any their body mass/shape is completly wrong for flying.

Because their wings are too small and they're too heavy plus they are built for swiming
