I've never heard of a specific decibel limit in regards to noise nuisance laws. If your noise intrudes into another tenant's apartment and interferes with his use of his dwelling, especially at unreasonable hours, then it's illegal. Some buildings are better insulated and more soundproof than others, and some neighbors are more tolerant than others, so how much you can get away with when playing your instrument depends on where you live. Effectively, the legal limit is whether any neighbor complains or not.

You can make as much noise in the apartment as you want, provided you can keep it from leaking out. I think what you want to be asking is, how many decibels of sound can you legally assault your neighbours with in their apartments. That limit is not necessarily written in law, but is whatever the landlord says the neighbours have to endure, and will, obviously be a lot lower at night, when, in all fairness, it should be zero. If you have received complaints, likely you are over the limit. If not, I would talk to the landlord before practicing music.

I am not sure if there is any specific law which addresses this on a statewide or national level. You may have to check local ordinances and with your apartment manager to get a more specific answer. Most of the time, as long as no one else is bothered, you won't get in trouble.

It is whatever the police say is too noisy when they arrive. No set level. Read your rental agreement before you make too many waves.
