People do it all the time. Every winter here in S. Texas we get a very large influx of "Winter Texans", or as others put it, "Snowbirds". They are typically retired folks from the northern states that drive down in their RV's and travel trailers and spend the winter on the coast. So every year during the winter months the South Texans are faced with more traffic congestion than ever with blue haired folks puttin' along looking everywhere but at the road in front of them. They are even known to come to a complete stop at the top of two lane bridges so they can look down at the water for birds or whatever else they can see. The old saying goes "they come down with a nickel and a pair of over-alls and leave with the same", althought he chamber of commerce welcomes them and talks about the increased business from them. Most of the shopkeepers disagree strongly and would rather not have the headaches. (Many "Winter Texans" tend to complain a lot over very minor things.)

Aside from the seasonal influx, this area is very high in retirees from northern states. Same in Florida.

People usually move to another place only to earn money even if the climate is worse than the earlier place.Because with money you can purchase things which will protect you from adverse weather conditions.
