In a nutshell without overanalyzing... which is what I'm prone to doing right now...
He doesn't love her the way she wants him to
he's seen her fall in and out of love
When he thinks they're friends, he realizes he still cares.

1st stanza says that someone asked the person if he/she loves her/him. and then he replied.. but then.. the person thought that it would be better to tell him/her the truth rather than telling a lie which would be misled by the other person.. expecting another outcome.. or making the person believe that he/she loves her,
2nd stanza says, the person knows how hard the other person try to bring love back. but while the person is commanding/demanding something from the other person, he/she can say that the other person's love for him/her starts to fade away.
3rd stanza says, when the two of them felt like they don;t know each other anymore, they keep searching for another person. to hangout with i guess so that they could forget each other.. but unfortunately, love is still there.. they can;t forget each other.or replace one another.

He is not in love with her but she is in love with him. He likes her like a sister but when the passion flares its a different story.

All I can get from it is she loves him and he doesn't love her back.
