"Speak' in this context means communicate. 'Louder' in this context means communicated strongly. In saying 'actions speak louder than words', one is trying to get across that words without action is an empty promise...no better than nothing at all. Intent without follow-through is the same as if nothing transpired at all. More simply, people can talk all they want; about their dreams, about their goals, about solutions to problems, etc. Without action, however, it means nothing. Words evaporate upon the air after being spoken. Action reveals itself by making a mark upon the world.

No, but I think you have a grammatical problem. Why is action speak louder than words what? You didn't complete the sentence. Or maybe you wanted to know why actions speak louder than words. Actually, they don't. They just have a greater impact. Talk is cheep. Especially if you're a new born chicken.

Just look around you! Look at how much space we waste just to convey a simple message, to reply to your question. Not to mention the fact that further explanations are needed if the person who sets the question has problem understanding the written word. And imagine, if after all the answers you receive here still fails to help you justify a good answer... then you should realise the importance of action over words.
Otherwise, if that fails to convince you, try this: would you feel better after saying something to a person you truly hates, or would a slap in the face make you feel better?

because words are just that, words. anyone can say anything without meaning it. there is no proof. with action, the meaning is undeniable and that is why an action speaks louder than words. the action proves the meaning behind the words.

This is an expression for something like this : If you don't like some one at a party say it's your boyfriends X your going to show this by your actions rather then with words. although some do both. Another example if your nervous performing something your nerves are going to show in your actions, your face, your over all appearance even though you haven't said that you are nervous, your overall body language will show it !!!!!!!

Your last "detail" comment is humorous.
Words without deeds are quite useless as facts without evidence prove nothing. Words are sounds blown to the wind. They will be lost if nothing is done to bind them in the cement of time. Do you claim to be brave? Let's see you back that up in the face of danger. Do you say you're smart? How smart are you when you're asked to figure out something important? Show me what you got--save your breath; you're gonna need it.

Because it's more difficult to DO something than it is to merely SAY something (except in the case where the saying is the action), and what is more difficult is of higher value (for whatever reason).

You can say anything you want and it doesn't make it a reality. Performing a physical act or doing something tangable actually proves that you will do what you say you will do or back up your theories with practice.
