He is trying to make the point that the current legal system allows anyone to sue anyone and/or anything for no real reason. He is planning to propose some restrictions on such idiotic lawsuits.

The good Senator from Nebraska needs to pay a visit to his Optometirst or Opthalmologist to have his eyes seriously checked. I realize Nebraska is a very flat and boring state filled with fields of corn and a place that drives one dingy. However, he should realize that the dinging he hears is not church bells but the bells in his empty head. He is looking only for making an *** of himself and ruining the reputation of God by trying to smear him in a courtroom.

I think it is amusing, but the point he is trying to make is the ease at which people can make frivolous lawsuits.
