This might seem like a stupid question, but I heard from a political talk that they do own the power plants.

I don't really know if they do, but I myself don't think they do.

The vast majority of power plants are in private hands. There are some governmental owned plants, TVA being the most notable and the largest. But the government (state and fed) do have regulatory power over the systems.

No the Government does not own the power plants. They are regulated by the government, but owned by the power companies.

The government controls everything and everyone. We pretend to be free and have private ownership of things, but the government actually controls everything. A power plant needs a government permit to operate. Just like you need a permit to build an out house to poop in. Welcome to socialism.

No they are privately owned, but obviously the NRC has some oversight of them as they deal with nuclear substances that will still be dangerous when the world ends!

Generally speaking, no. There are some exceptions--mostly hydroelectric powerplants. Otherwise, our energy production energy is private sector.
