My Alma Mater, Ohio University was set up on Quarters, versus the normal Semester system. I took 18 to 20 credits per quarter most of the time.
You needed special permission from your academic advisor to take more than 20, but I did have a friend who took 23 credits his final quarter. He graduated with a double major (Geology/Aviation) and double minor (Meteorology/Computer Science)

But I've taken 211 credits in 5 years, 4 months. Two Bachelor's and a Master's.

If you mean by semester, 18 units.
I don't suggest it for human beings.
It was at a junior college and I needed to graduate, so I loaded up and got through. I was working at night.
