I'm not sure what you mean by testing out games, but you can buy Xbox 360 controllers, wired and wireless, for Windows. Amazon.com sells them.

i dont think you can test games but you can connect your 360 controller to your computer and play games. I tried it but my computer is slow so it cant handle it.
