A cup seems like A LOT for a baby his age. Try giving him maybe half that amount, thicken it up some, and then giving him half a bottle of formula afterwards...or even some juice. Maybe he's eating so much at breakfast because he isn't getting enough before he goes to bed at night. It wouldn't be wise to start bad eating habits this early as it could lead to childhood obesity.

It sounds like a lot, but he might be having a growth spurt. Make sure he is still getting plenty or milk or formula. If he is, feed him however much he wants - babies are supposed to be good self regulators. However since 1/4th of a cup is a serving, I might half the amount of cereal and then give him some fruit or veggies to give him a variety of nutrients.

If he wants it and is eatting it than that's fine! Is it really watery? because you can thicken it up a bit at 7.5 months.

If you're forcing it into him than it's too much.

2-5 tablespoons is what is recommended, but some babies just eat more than others. Babies to not tend to overeat.
