Just stick a garden hose in the jar and let the water run to flush it out or siphon out as much as you can with a turkey baster or similiar item. Washer fluid is basically water and alchohol mix to prevent freezing. Pour in fresh fluid when done.

Is this car new? Or did you by it used and you just noticed it stinking. My guess is somebody put something in there that didn't belong. I've heard of people putting vinegar in the tank because that's what they clean their house windows with. It's a dumb idea but there are a lot of dumb people out there.
Flush the system, let it dry thoroughly and then refill it with the proper fluid.

Unless you pissed in the bottle, or put something terrible in it, how could this happen? You could try some diluted bleach, run it through the system, rinse with water and put proper windshield fluid in.

i have never seen that happen before ,id take the tank off and dump all that stuff out and refill it with new,its not supposed to do that,but that's about the only thing you can do with it,it may wind up stopping the washer part of it up,good luck.

i have no idea but mine smells like dead rats from before i had the car - the mechanics are going to clean it out with bleach for me... so i guess use bleach.
