A substance can be anything.
A solution is a liquid and that doesn't include gas, solids or plasma. Those would be included in substances.

A solution is just one of many possible substances.

A substance is one, lone, pure, piece of matter

A solution is a mixture of two or more pieces of matter. This is usually referring to liquids.
