When you ask about time frames I think about time allotments such as, "what is your time frame for finishing that project? One week or two?" I guess there are as many time frames as there are projects that are awaiting completion. I don't think that this is specific to the USA, however. Now if you are asking about time zones, that is an entirely different question...
