It can be reset by a speedometer shop!

http://www.powls-speedometer.com/ can do it!

You can ship them a unit and they will repair or reset it!

If you have an analog speedometer, you may find someone locally who can reset it!

Depends on if your vehicle has analog or digital gauges. Most newer vehicles have digital clusters. The mileage of these vehicles are stored in the PCM(computer) So any replacement cluster will read the data stored in the PCM and display the right mileage. Older vehicles with analog gauges is a different story all together.

I don't think you can change most of them. You're stuck with the one you buy. If you buy new, you'll have to start over at 000000. Sorry, there's not much chance of getting it reset due to tampering issues and the designs.

id shop around for another one those are all over the place, any salvage yard may have a good one to fit it,that's too high of one to put in it,and you cant tamper with the mileage on it,that's why id find a lower mileage one to fit it,good luck.
