For your price range, I wouldn't recommend building your own. While there is always a certain amount of pride that comes with knowing you put together a machine, unless you are planning on building a gaming machine, there is little point. Keep in mind as well that Windows XP will still set you back 80 dollars consuming anywhere from 25 - 40% of your entire budget. If you buy a prebuilt computer, it would obviously be included (and if you get lucky, you may land some productivity software like Office).
The other problem is that processors have become expensive as of late with their wonderful multicore platforms. You may be better off buying either a refurbished computer, which would at least give you a warrenty, or buy through e-bay. While there are many good deals on e-bay, be cautious of someone underselling you on hardware.
The best website I have seen for refurbs is refurbdepot.com I have bought 2 computers from them and they run wonderfully. Anything made within the last two years will be more than enough for basic use and will run most games well. There are a couple small form factor machines which may be perfect for your need. They run on Pentium M's which means they will run cool and run cheap. I believe the one year warranty is standard on all their machines, but double check before you buy.

You can either pick cheap, or you can pick good. It is difficult to pick both. You will not get much for that amount. Heck, I don't even think that I could build a system for that cheap. OK, I could, but it would be really difficult.
I would start by picking up a barebones system from Tigerdirect.com. Poke through the systems, as they do not come with everything. If you want a Windows OS, you will have to pay for it. (Buy an OEM XP Home OS to save money, but this MUST be purchased at the same time you purchase a computer item.) A Linux OS is free to download and use.

3. Chip = $185 - 200
4. Hard drive = $60
5. DVD drive = $80

gah. don't go to geeks.com to build a computer. go there to buy crappy gadgets that you can't find elsewhere. why? they mostly sell refurbs and parts that no one else is willing to sell. don't get me wrong. they do have few good products, but what they sell is mostly junk.
a better place for a cheap computer would be tigerdirect.com. don't get anything with a rebate, though. you'll fight them for months to get it from them.
even a better place would be newegg.com or if you're on the east coast try zipzoomfly.com or mwave.com. i've had good luck with all three.
if you are patient, you can get a whole computer for less than 200, excluding microsoft windows. for an OS, though, you can use linux and not pay anyone a dime to get it running. for linux, try ubuntu. it's one of the best out there.

i build computers for a livingand i have found that if u buy off e-bay , its alwayz cheep (depending on wut u get) and out of u ording 100 parts maby 3 or 4 suk or r not wut u ordered, it's the best site i've been to
