I think one good way is to create a new account but how can a person reget his/her old account.

The only way to get back your account reinstated is to appeal for it. Try writing an appeal mail to the person below, she happens to be Y!A community manager. Perhaps she would help you but only if you could convince her that your account suspension was a mistake.

The only way to get back your account reinstated is to appeal for it to Y!A Customer Care or ask Jane - Yahoo! Answers Team. If you choose the later, just email her your reason. Your account will soon be reinstated once you manage to convince her.

the problem is the points are lost and you get back to level 1 which is frustrating to some.

well if you email ya they will never say anything back so i don't really know
