a) 8:06 PM -- if they flash together n minutes after 8 PM, then n must be a multiple of both 2 and 3, and if it is the first time they flash together after 8, then n must be the least common multiple of 2 and 3, which is 6. Thus they flash together 6 minutes after 8, which is 8:06.

b) same method: LCM (6, 10) = 30, so they first flash together 30 minutes after 9:30, which is 10:00 PM.

a) 8:06 pm
LCM of 2 & 3 = 6
8:00 + 0:06 = 8:06

b) 10:00 pm
LCM of 6 & 10 = 30
9:30 + 0:30 = 10:00
