There's a small 1 eyed ferbie-like critter that kills small children. He ends up getting chased into a fan blade by an orange cat.

...as far as getting chased into a whirling fan blade by a cat, this sounds very much like 1985 anthology film, "Stephen King's Cat's Eye"; however, the creature in THIS film is never really shown actually killing any children (though it DOES try to suck the life's breath from little Drew Barrymore's character in the film), nor does the diminitive little monster have only one eye...

The movie you are talking about is Cat's Eye. It is a monster that sucks the life out of young children and is afraid of cats.

As cats were known to be protectors.

I believe that it did have two eyes, however wore a jester's hat.

In ways the movie could have been considered a few small short stories as it is has many plots that circle around the cat and the little girl (Drew Barrymore).

The show was called Cats Eye.That was a trilogy with every show had the orange tabby in it. I think one of them had robert hays in it and he had to walk around the buildings ledge high in the air without falling off. The one with the little demon had Drew Barrymore in it when she was about 10 years old. The demon had a small sword and ran around the room until the cat chased it into the fan. It's a Stephen King show.
