i think you pretty much have it covered. but its easier if you replace the "thugs/dealers/assassins" with gangsters if you know a couple of them. lol then you can out power the pimps with them and take their business. They will mostlikely have connections to guns and drugs too. so all you will need is to get a couple of your friends to enroll in the police academy and become sheriffs and detectives. and your set.

You might want to address this to the former Sheriff of Harrison County in Mississippi. I hear he's done his time for the Rico Act and is free & is planning to run for Sheriff of Hasrrison County again. He may be able to shed more light on to this than the rest of us out here in Yahooland.

I think you have it all. Except that you will be killed by the other crime bosses for crossing the territory. Might want to be Italian and apply to the Mafia that does not exist.
