John Cena. Hulk Hogan set the precedent for being WWF/E champion. Cena is the best at living up to that precedent (take an asswhipping for ten-fifteen minutes, hulk up, "you can't see me", boot to the face, leg-drop, FU, pin), no "wrestling" required.
Hornswoggle is a joke champion, he doesn't count. Candice is champion because she's a Playboy Bunny, she doesn't count, either.
Batista is champion because Khali just plain sucks.
MVP and Jeff Hardy are very good. Two guys that can actually wrestle, BUT, this is the WWE, and Hulk Hogan set the precedent.

Honestly, I'd have to say MVP. Even though I'm a big Jeff Hardy fan, MVP is better because he can actually defend his title against many guys, like Matt Hardy, who are normally very good wrestlers. And his character is funny too. "I am better than you, I am better than everyone in this crowd, and I am certainly better than everyone in this universe.." or so saying because I can't really remember what he keeps on saying to Matt Hardy.
