go into your firewall:
Start> Control Panel > Windows Firewall > change settings

under the exceptions tab find your webcam and put a checkmark next to it.
that should do it.

Go into the firewall preferences. Most firewalls allow you to specify what applications are allowed to access the internet and how... so find your web cam program in the list and allow access.

If you are using McAfee, right-click on the icon in the tray (lower right near the clock), click security center > configure > internet & network > advanced... > program permissions

If the program is on the list and is blocked you can edit the access here... or you can click add program to add the web cam program to the list.

Obviously these instructions will vary depending on what firewall you use but the premise is the same.
