I have never met a human who does not have arrogance about something. We are a social species and whenever someone acts in a unsocial manner they are exercising their particular arrogance.
While there are a variety of reasons for silence, most often, that person sits in judgment of others, is distant (aloof) and refuses to interact with those judged inferior in some way.
It is very rare for someone to be quiet all of the time and with everyone.There is usually a pattern to any arrogance that any of us has.

Because they judge us before they know us. I'm a quiet person and I get that a lot. Folks think that we think too much of ourselves to socialize with what they think we consider the "peasants". Speaking for myself, I'm quiet because I like to observe. Also because I don't like to talk a bunch of nonsensical crap and I'm no fan of gossip. When you get to know me, I'm friendly and open, but you won't know that if you don't take the time to get to know me.

Because quiet people are not so insecure that they have to babble useless jargon constantly in order to affirm that others are paying attention to them.

you are american aren't you? everyone in the united states is paranoid beyond belief. if you are talking in a foreign language than you are talking about them. if you are quiet you are engaged in active discourse in your head against them. just smile and throw knives in everyones back like a good american.
