Ok, i do know still is in the present form..but, because it is a question, i rearranged for complete subject and complete verb phrase...in doing so, you get..

we do still receive copies of your minutes?....in doing this..the verb still now has a helper....

In "Do we still receive copies of your minutes?" the verb receive is in the present tense.

The past tense is received, and so is the past participle.
Present participle would be receiving.

First of all, that sentence doesn't even make any sense, and second, I didn't see any participles in that sentence. (Participles being verbs that act as adjectives)
