The Lovely Bones by Alice Sebold - about a girl who gets raped and murdered. The whole story is from her point of view, up in heaven, and she talks about her friends and family's life after her death. Not too graphic but very sad.
Angela's Ashes by Frank McCourt - a true story about an Irish immigrant's family. Very very sad, his family was poor and he had little baby siblings that died because they got sick, not enough food, etc. He also had a dad who spent their little bit of money on liquor. This would probably be a very good book to read aloud.

The Lovely Bones, written by Alice Sebold is the first thing that comes to mind. But that may not be PG 13.
The Things They Carried, by Tim O'Brien would work. It deals with the Vietnam War. I'm not sure I'd call that PG-13, but it is one of the most difficult books I've ever read.
There's also Wild Swans: Three Daughters of China, written by Jung Chang, an autobiography of her grandmother, her mother and herself.
And (I'm stealing this from the first answerer) The Five People You Meet In Heaven, by Mitch Albom. It's fantastic. And yes. I did cry.

Not sure if it's edgy enough to reach a PG-13 rating, but A Very Long Engagement by Sebastien Japrisot had me sobbing through the last twenty pages.
I guess it would depend on what you were going for, but for, say, a forensics competition, it's a decent pick. The sentence structure varies and matches the tone, and it could gain a lot from being read aloud.

A lot of books make me cry, lol. BUT, top 3:
1. My Sister's Keeper by Jodi Picoult had me BAWLING. You have to read the whole book to really understand why the end is so emotional.
2. At First Sight by Nicholas Sparks. The last like.. 2 chapters and the Epilogue made me cry. BUT, again, you need to read the whole book.
3. Killing Me Softly by Nicci French. Really sad at the very end. =(

A Fine Balance by Rohan Mistry. It is a fairly large book but well worth the read. There were times I actually had to put it aside for a day or two as some parts I found disturbing. Man's inhumanity to man. But a great book nonetheless.
Angela's Ashes by Frank McCourt is also another one that pulls at a person's heartstrings.
