I think body. I often think body. Don't know exactly why, but there it is. Possession being nine tenths of the law? Or the body being the actual owner. Well, the body is the one brought before the law anyway, so I'm sticking with my first thought. Why? I mean why do I even answer? And why are you asking such a mysterious question?

9/10ths is always the first that comes to mind. I imagine lawyers probably think of a body of law first though. But I'm keeping my opinion, after all possession is 9/10ths of the law.
