Depends on whether it's a city block or a cell block. If it's a cell block, don't be to inviting, unless you're into big guys with lots of tattoos that call you girlfriend. if it's a city block, when you see him say hello and welcome to the neighborhood.

The new guy on my block had a kitty so I took him a couple bags of kitty treats and said welcome. Just a knock and a hi would work or invite him over for a burger on the grill--or take him a little box of staples, soup, ketchup and salt and pepper. Or maybe a 6 pack. Lots of ways to welcome a new one.

Ask him over for an iced tea or hot coffee if in the USA. If in Australia, ask him over for a hot cup of tea with milk and an iced coffee.
If in the UK, ask him to join you at the pub.

Happy to meet you. Now how did you get gray hair on your avatar? I have been trying to get gray hair for years and when I email Yahoo they just tell me they are working on it. A snail can travel to New York in the time they have been working on it. I know the ladies can get gray hair, but it doesn't show up on my site.
