Let's look at it this way: You DO wear the uniform, yes? you DO render honors to the flag in the manner of all military services in uniform, am I correct? You learn the history, customs, courtesies, and traditions of your parent branch of the service, do you not? Does anything and everything you do while in uniform reflect upon the branch of service your JROTC branch is affiliated with? Start with these questions, maybe they will put you on the right track. I am a long-ago NJROTC type myself who went on to do a career in the Navy, so it is all there. Reasoning it out will give it all meaning.

I think it's saying how you participate in honoring Veteran's, how you CAN participate, and what kind of establishments (such as the VFW) honor them as well. Anything related to honoring veterans.

Do you participate in parades? Do you have flag ceremonies on Flag Day in your town? Do you visit the VA hospitals? Anything that has to do with veterans. How do you respect them?
