It is always time for new job if you are not enjoying the one you have.
"Work like you don't need the money
Love like you have never been hurt before
Dance like no one is watching"
I always loved that one...
Good Luck in the new job!

Depends. Ask yourself:
1. Am I happy with what I am doing?
2. Am I being paid well?
3. Am I changing the world for the better?
4. On my way to work, do I start crying?
5. If I could trade jobs with my friends, would I do it?
6. Do I feel 'stuck'?

if most of the time you dread going to work and the pay is low then yes it is time for a new job. make sure you will be paid at the same or higher rate than you are now. not many of us work for the joy of working. we work to survive and the better we can survive the more rewarding the job seems. if i could get paid for staying at home and doing just what i want that would be fine with me. but that is not reality as most of us know it. so is it time for a new job depends on how satisfied you are with your pay envelope. maybe it is time for a vacation.

Yes, but I'm taking my time in my search. I don't want to rush out and get one that is worse than the one I have.

Did you forget to add the details? It depends. If you own the company and answer to no one and you make tons of money, then no.
There are many other situations where the answer will be no but you've provided no further detail.
