I'd wait until spring. Most plants do best if moved after first freeze, however, it could get tricky if you wait that long because it will have died back to the ground making it difficult to locate. If you wait until Spring when it first emerges then it should be fine.

When it has become dormant and lost its leaves.

Transplant it in the early morning or early evening to lessen transplant shock. Give your Buddleia davidii plenty of water after transplanting. Full sun is the best location, not too near a fence, house, or other structure.
