Do they use the same size footballs in the NCAA and NFL?

No NFL Balls are bigger and are tighter wound. Makes for tighter spirals and more zip on the ball.

no the ncaa uses smaller ones
and the ncaa ones are lighter

not true (^^^^), actually nfl is smaller. ncaa is bigger in girth.
