If you need an answer from the Hindu theology, then first, you must understand that there cannot be a supreme single goddess who can exist without a manly god associated, as we know the god exist as "ARTH NAREESWAR", namely the half-man and half-women godly form of Param-Eshwar namely the Paramathma!

Even if some could say it is 'ADI-PARASHAKTI', as the supreme goddess, it is incorrect and she cannot manifest herself alone for the creation of all without the part of SHIVA which is essentially a complimentary to her existence!

Shakti meaning force, power or energy is the Hindu concept or personification of God's female aspect, sometimes referred to as 'The Divine Mother'. Shakti represents the active, dynamic principles of feminine power. In Shaktism, Shakti is worshiped as the Supreme Being. However, in other Hindu traditions, Shakti embodies the active energy and power of male deities (Purushas), such as Vishnu in Vaishnavism or Shiva in Shaivism. Vishnu's shakti counterpart is called Lakshmi, with Parvati being the female shakti of Shiva.

Mythology:

In the Hindu scripture 'Devi Mahatmya', Mahamaya (Great Maya) is said to cover Vishnu's eyes in Yoganidra (divine sleep) during cycles of existence when all is resolved into one. By exhorting Mahamaya to release Her illusory hold on Vishnu, Brahma is able to bring Vishnu to aid him in killing two demons, Madhu and Kaitabh, who have manifested from Vishnu's sleeping form.

The Shakti goddess is also known as Amma (meaning 'mother') in south India, especially in the states of Tamil Nadu,Kerala and Andhra Pradesh. There are many temples devoted to various incarnations of the Shakti goddess in most of the villages in South India. The rural people believe that Shakti is the protector of the village, the punisher of evil people, the curer of diseases, and the one who gives welfare to the village.

Aphrodite/Isis is the goddess energy I feel which is the female to Eros.

Don't know that all other goddesses expand from that,
all female energy came from the divine, aphrodite/isis the "step down" of that divine energy.

I feel it depends where you are at within yourself, as for me it changes dependant on where, what, is moving and what is transpiring at the time.
You may work with different energies at different times, hence different aspects of the divine love.

Does this question have a purpose, or are you just wondering.
When you are ready to know, ask the question of the divine, and trust in the answer.

I trust this "helps" you find what it is you want to know.

I think you are talking about Hera or someone similar. I can't think of any others but Hera was the head goddess, the only one she answered to was Zeus.

Pick a culture and mythos, and that will be it. They will not agree with each other, and attempts to force these various traditions to agree ultimately must violate them in order to force a fit.
