My favorite when I was a kid was the Kleenex ghost.

Take about 3 tissues and ball them up, then drape one more tissue over top and place a small/loose rubber band or bit of scotch tape around the ghost just under the "head". Draw on some eyes and a scary mouth with a marker, and hang with some string.

I used to make dozens of these and hang them everywhere.

white 13 gallon trash bags, with white balloons, make ghosts to hang up, also get some styrofoam, or even card board boxes, and make fake tombstones, get some old clothes and stuff them to make a dummy, then either attach a mask, or not and have a headless man, also in front of the tombstones, you can pile up a little dirt and cut some sleeves off a old shirt and stuff them, and pants legs off, to have it comeing out of the ground, all i can think off right now, I plan on doing most of that this year

Get black pipe cleaners and make spiders. Use white string as the web.

Get orange, yellow and green construction paper and also get some paste. Make some jack-o'-lanterns. The yellow construction paper is for the "glowing" eyes, nose and mouth.

go to michaels or hobby lobby for ideas but you could buy round styrofoam balls and make pumpkins with them. you could paint them or cover them with fabric and beads.
