Hi,
There are different ways to do this, but here's one way:
1) Start with the first non-zero number and arrange the numbers from smallest to largest according to that number:
0.036, 0.033, 0.063, 0.066
2) Now, do the same thing with second non-zero number within groups that have the same first non-zero number.
0.033, 0.036, 0.063, 0.066
This may seem a little labor intensive :-), but you'll soon be able to do it in your head quickly. Also,if you have several numbers, it can save some time.
