Who do I complain to after getting ripped off by an internet merchant?

I got screwed by a guy through paypal. paypal has decided in my favor but has not been able to recover funds from his account. What else can I do to get my money back? I have all his contact info. name, address, phone number, email. but he wont return any attempts to contact him. I want his head on a plate, but i would be satisfied with my money back. What should i do?

file a complaint with the postal service. if they can't get your money back, try contacting law enforcement officials in the municipality where the guy lives.

You can always sue him. Probably more trouble than its worth though.
