Cheney is going to orchestrate (plans have been ongoing for about three/four years) a dirty bomb attack in a densely populated city in America, blame it on Iran, and use that as an excuse for military intervention.

My guess would be a nuclear "dirty bomb" crude but effective, they could then proceed to go after anybody they chose that had (or didn't have) nuclear ambitions or capabilities.
