Are they scared they would be held to higher service standards?

No business wants to give up market share to the competition. Companies do not make more money by giving up market share. Higher standards is not the issue. You want them to compete so you get lower costs. If AT&T lets others in, they have slimmer profits margins. That goes for any business no matter who you are.

AT&T was broken up a long, long time ago. There are plenty of companies supplying telephone service.

Recently, AT&T bought Cingular Communications, but the company is still smaller than it used to be.

That and they would have to charge less.
