Depends on what you mean about personal accomplishment?
If they turned one million dollars in to ten million, then that is an accomplishment.
If they were to live the lifestyle of an artist and profit from it, then it is their personal accomplishment, because their parents worked hard and denied themselves, luxury so that their children could benefit from their suffering. Selfish yes, but parents encourage their children to be that way.

Which rich folks are you talking about? I have never seen any bragging about inheriting money. Most millionaires made their money thru saving and investment. It is a very small percentage of millionaires who made their money thru inheritance.
