No, but check out "The Principality of Minerva".
There is much good information in the references below about starting new micro-nations.

When the unclaimed South Pacific reefs rose above sea level, a group headed by Michael Oliver set up a new country there, as was their right under International Law. The (late) King of Tonga sent gunboats to chase them off, and attempted to "annex" the
territory; this was illegal, but he tried anyhow. At this time, the "government in exile" located in Charleston, SC. is still trying to re-establish their nation's declared independence and end the illegal occupation of Minerva.

Check it out!

There are several countries with overlapping claims to areas of Antarctica. These claims are not universally recognized, only between the countries making those claims. There isn't much use to Antarctica anyway because it is banned from military use and the mining of resources by the Antarctic Treaty.

There is a supposed international treaty not allowing anyone to claim Antarctica. We have a base there (McMurdo) and the Chinese and the Russians have one there. There may be more, but I'm not sure.

The only way to claim it would be to go there, plant a flag, claim it as your own, and try to remove anyone else there. If you did that, well then you could have 'Bobland" or whatever you want to call it.

Good luck! The world needs something like that to shake it up.

1) Develop a system of government.
2) Get volunteers to become citizens of this new country.
3) Ensure you will have a system of commerce available.
4) Plan far ahead for your new nations infrastructure.
5) Make sure you have a military force powerful enough to repel invasion.
6) Gain recognition from at least two-four nations (influential nations).

At least five countries already have established scientific stations there, so I'd think warmer, take over a country in Africa in a coup, bloody or otherwise, that seems easier.
