Yes... and no. Strictly speaking the most simple chord is a triad that contains three notes. However, in some forms of music, the middle note maybe omitted leaving the root and a fifth (sometimes called a power chord).
I know absolutely nothing about psalteries so I guess it depends on the notes that you pluck.

Malcolm is absolutely correct, with this addition. A chord is *any* combination of three or more discrete tones sounded simultaneously.

In the context of common practice harmony, it's possible to *imply* a chord with two notes based on the context of what came before and what comes after. Bach implies chords with a succession of single notes in his wonderful suites for solo 'cello.
