if you stated on your auction a time period in which to complete the transaction and they haven't met it, you can submit a non-paying bidder request to ebay to recoup the fees you pay from the final value fee.

they do suggest that you try to contact the winner first (which you did) and if they do not cooperate, then ebay will put a mark on their account as a "non-paying buyer".

after that you can relist it..i'm not sure about auto sales but see if you can offer it to the next highest bidder with a second-chance offer which is another thing ebay offers

File a report against the buyer then relist your car or offer to the next highest bidder as a second chance, but only if you were happy with the amount the next highest bidder offered.

You need to contact e-bay immediately! E-bay will send them a notification that they need to keep up with their end of the bargain. You can relist it if you want. E-mail the buyer notifying them you are going to relist the vehicle give them 48 hours to respond!!! If they don't respond the car will be relisted!

Some honest people trade through ebay, but there are loads of timewasters and crooks.
Try another method of selling the car.

http://forums.ebay.co.uk/forum.jspa?forumID=7 is the place to ask - many experienced eBay sellers and buyers answer questions and know the rules inside out. The rules regarding selling cars are different.

One word of warning though - do NOT put your question in capitals as it may be removed.

Report them to Ebay if they do not respond. You can at least get your fees refunded if the buyer does not follow through with the transaction. Good Luck :-)

Report it o ebay customer service.
You may be able to relist for free but i think a certain amount of time has to lapse before you can do this.

you report them to ebay for non payment. see if you get your listing fees back. give her a negative feedback, and relist. make sure you tell everyone that serious buyers only, or they will be reported. good luck.
