While we are NOT going to sink into the ground (there is an urban legend that says Houston's water table is only three feet down, but it is not at all true), our ground is soft and not best for basements. In addition, a basement is the last place you want to be in a hurricane.
Suppose, for example, your street floods up onto your lawn. I saw that in town during Alison in '83. Water came within a few feet of the front door. Imagine a little more rain causing more flooding. Every home I've been in (lived in, visited in, et cetera) with basements have windows for sunlight. A little water pressure from a flooded yard on those windows and your basement floods.
To be safe from tornadoes the best thing to do is be in an interior room that does not have outside access. Why? Flying glass.
Houston does not need a hurricane siren because we have ample warning to know a hurricane is coming. They don't just appear over your swimming pool. Even two weeks ago, when Humberto appeared, it was offshore, and even if it moved three times faster we'd still have time to prepare. If you want to be safe from a hurricane, board up your windows (I already have my window sheet plywood pre-cut, and have masonry clips to keep them in place for up to a Category 2.) and stay indoors. If you are closer to the coast, and the storm is Category 3 or higher, leave town.

A big thing about hurricanes is the ten to twenty foot storm surge. It would flood a basement if the house was too close to the waterline. Hurricane winds aren't as destructive as tornadoes. The winds of a hurricane won't flatten a town like a tornado unless the town is right on the coast and the storm is an F5. I've been through a hurricane. It's just harrowing, but not too scary unless its a big one.

Most houses closest to the coast are on stilts to avoid flooding. As far as sirens by the time a hurricane is close enough to hit most residence have already evacuated. You have plenty of advance notice of a hurricane unlike a tornado.

haha. that is a good question! no, bc even if the ground was stable enough to have a basement, chances are it would flood from a hurricane. and like others said, there is no hurricane siren. the news people keep good track of the hurricanes and tropical storms. if it is a threat, the local and state government put the word out for what areas need to evacuate. from there it is everybody for themselves.

No houses have basements in Houston because the house would sink into the ground. There's no bedrock here and we're basically right on the water table.
We don't have a hurricane siren. Otherwise it would be howling at us for days.
If it's raining out, we head for cover. Ha.
