Certainly with budget in mind, you should probably price materials. I want to assume that some level of aesthetics might be at issue?

It might also depend on your notion/design?

A platform bed, might be no more than 1x material creating a BOX that the Box Spring and mattress will fit into, and supported by hardwood planks/struts across the width. Certainly Plywood might accomplish the exterior of the frame as well, with CLEATS on the interior perimeter of the BOX to support the box spring.

Building it up off the floor can be accomplished the same way with smaller box, allowing a space to use for storing slippers, etc. etc. etc.

All of the frame work can be supported with 1 x 2's glued and screwed, and you can FINISH the surface in any manner you choose. On the undesides for additional support to reduce sway or side movement you can install plywood triangles at the corners.

Without at all knowing what you want in any detail, certainly you can use an appropriate size Metal Box spring frame, and frame it, if you want it to have some kind of "design" look.

DIY Doc has the right idea, I have made 3 or 4 similar boxes for use as a bed frame. I've used 3/4" plywood and 3/4" MDF.

Both work fine. You can also use 1 x 12 pine boards for the sides and ends to cut down on the amount of cutting you have to do. I once used 12" MDF shelving for the same purpose.
