IHOP has (or used to anyway, my kids are teens now) 1 child up to age 12 eats free per paying adult. So like if there's 2 adults and 3 kids under 12, you have to pay for one of the kids. Under 5 is ridiculous, like you said, they hardly eat anything anyway.

There are Federal laws for workers under 16 that keep many employers from hiring workers under 16. For example, if under 16 you can't be working (on the clock) after 9PM. You can only work so many hours per week (20 I believe). If the employer is caught breaking these laws they face pretty stiff fines, therefore many won't hire under 16 workers. I doubt IHOP has a corporate policy on it, more that the individual store manager has to decide if he/she wants to take on the responsibility of an under 16 employee.
