If you have the training and a good resume, then you send your pic & res with a cover letter to agencies and see if they call you in. You should be networking with other actors to see who's signed with what agency so you can try to get a referral and not go in totally blind.
Here's a link to the SAG franchised agencies in NY
http://www.sag.org/sagWebApp/application?pageid=AgentInformation&portletid=FranchisedAgentLists&wfevent=validate&target=find_agent&agent_type=franchised
Do your mailing and wait 6-8 weeks to see if they call you. If they don't, wait until you add something significant to your resume or change your photos. It's great if you have something to invite them to come see as well. They may actually send an agency rep to go see you perform and if you're good, you may get a meeting.
good luck

Get some good headshots. You dont necessarily have to have black and white anymore, becaue everyone is leaning more towards color these days but it really doesnt matter. Audition for some plays, take some acting classes, and if possible try doing some extra work for local movies and tv shows. Go to sag.org to find the sag franchised agencies in your area, and then submit you headshot, resume, cover letter, and if possible a demo reel to them. If they like your look and are impressed with your resume then they will call you in for an interview, if not then you have about six months to build your resume some more, and then resubmit.

You need to do a couple of things before you seek represetation. Like build a resume of acting experience (even in amateur plays) and get your audition monologues worked up and learn how to audition and interview--These are things I teach for free, read my profile an contact me at my aol address for more info.

Get a black & white headshot (and maybe some other pictures to show range). Look online for talent agencies. They'll tell you more about specifics.
Good Luck.
