I just found a good article seems like a political issue
This issue goes back to the immediate aftermath of the 1979 Revolution. Before the revolution, all public figures in Iran and all officials wore ties, both domestically and when on visits abroad. Shortly after the revolution however, the tie itself began being associated with "Western imperialism", especially after
Ayatollah Khomeini branded a large group of intellectuals (who were less religiously zealous than he would have liked) as "tie-wearing cronies of the West" and essentially branded anyone wearing a tie as being Western influenced. As such, no Iranian official since that time wears a tie, whether in Iran or when on official trips abroad. In fact, for many years after the revolution, the site of a regular person wearing a tie in Iran was so rare that heads would turn on the street and funny comments would be made if someone wore a tie outside.

The abandonment of the necktie is a political statement adopted by the revolutionary movement in Iran upon the ouster of the Pahlavi family in 1979. It's thought to have a connection with Christian holy symbols (and if they knew how closely connected the necktie is with Christian liturgical vestments, the practice would likely be universal in Islam by now).

The guy is only 5 feet 4 inches tall. If he wore a tie, it would hang somewhere around his knees and make even more of a clown than he already is. Anyway, there are some books out now by various authors. What scares me is that they all come to the same conclusion - this cat is scarier than Hitler.

The guy wants to build a nuclear arsenal and we are debating his motives for not wearing a tie? Makes sense to me.

Dear style-conscious one,
I believe his tie suffered a similar fate as mine...
The last time I saw my two remaining ties, they were affixed onto the bed posts.
Let's just say, ole Mahmoud has been a very naughty boy, lately. His secret safety phrase is "nuclear reactor" and has been highly misinterpreted, by his Mossad lover, Mistress Lox.
Signed,
Tied up in Tehran

They are right, a tie is seen as a western cultural style. Don't ask me why wearing a suit jacket is not

Two theories:
1) His dad never showed him how to tie one and clip ons are hard to find in Iran.
2) He felt he would look too Jewish with one.
